2006 -- A Year of Progress for the Groundwater Cleanup Program

The year 2006 was one of significant progress and success for NASA's Groundwater Cleanup Program at JPL. Read about all of the milestones reached in the 2006 Year in Review.

The November 2006 Bilingual Newsletter Update is now available - one more way to learn about NASA's cleanup progress!

Proposed Plan to Fund Construction and Operation of Treatment Systems for Groundwater from Drinking Water Wells Located near the NASA – Jet Propulsion Laboratory

NASA is evaluating public comments on its “Proposed Plan to Fund Construction and Operation of Treatment Systems for Groundwater from Drinking Water Wells Located near the NASA – Jet Propulsion Laboratory.” The Proposed Plan regards the funding for the construction and operation of treatment systems for two off-facility treatment systems to clean up chemicals in the deep groundwater. Click here to read the entire Proposed Plan. Click here for a Fact Sheet on the Proposed Plan. Click here for a Fact Sheet about one part of the Proposed Plan – NASA’s proposal to fund construction and operation (by Pasadena Water & Power) of a new water treatment plant.

A public comment period on the Proposed Plan was held from April 19 through July 7, 2006. A public meeting/community information session on the Proposed Plan was held on Wednesday, May 3 at the Altadena Community Center in Altadena, where comments were accepted. Click here to view the slideshow presentation from the meeting. For a copy of the transcript of the public meeting session, click here. To see displays prepared for that evening’s public meeting, click here.

Area residents who attended the Public Meeting asked for additional information on the “preferred alternative” site that NASA was proposing for a Pasadena treatment system, and subsequently, NASA released its analysis (called a "Technical Memorandum") of alternative locations for a proposed groundwater treatment plant.  NASA also held a meeting with the public on June 21, 2006, at the Altadena Community Center to discuss the proposed Pasadena groundwater treatment plant. Interested residents and NASA came together for an evening of open discussion about the treatment plant’s proposed location, construction and operation.  For a copy of that Technical Memorandum, click here. For a Fact Sheet describing community involvement opportunities in the consideration of, funding for, and construction of a Pasadena water treatment plant, click here.

NEXT STEPS: After considering all input received during the “Proposed Plan” public comment period, NASA will publish a Record of Decision (ROD). The ROD will summarize all of the comments NASA received and how these comments were considered in shaping the final decision. If NASA decides to proceed with the proposed treatment plant, NASA would then provide technical assistance and fund the City of Pasadena to build the plant and operate the treatment system.  The ROD will also address continued funding for the Lincoln Avenue Water Company treatment plant.

We will hold two Community Information Sessions on Wednesday, February 21 in Pasadena and Thursday, February 22 in Altadena. See the advertisement about the meeting.

A Community Information Session is an opportunity to meet and talk informally with members of our project team, see our displays with updates, photos, maps and graphs, and pick up handouts to take home.

The Pasadena meeting will be from 6:30-8:30 p.m. on February 21 at Maranatha High School's Cafeteria, located at 169 S. St. John Ave., Pasadena. The entrance to Maranatha High is on a one-way street going south. Take W. Colorado Blvd. or W. Green St. to S. St. John's Ave. The parking entrance is past the high school and athletic field on the right.

The Altadena meeting will be from 6:30-8:30 p.m. on February 22 at the Altadena Library's Community Room, located at 600 E. Mariposa St., Altadena, at the southwest corner of E. Mariposa St. and Santa Rosa Ave. Enter on Santa Rosa Ave.

JPL and NASA Groundwater Cleanup team up for 2006 Open House

Members of the NASA Groundwater Cleanup project set up a booth with displays and answered questions during JPL's annual Open House, host to thousands of visitors over the weekend of May 20-21, 2006. NASA team members spoke personally with an estimated 2,000 visitors about water remediation in general, as well as about the current groundwater cleanup effort at JPL.  Newsletters and fact sheets about the project were handed out to hundreds of people to take home. Lincoln Avenue Water Company and NASA Mark First Anniversary of Water Cleanup Plant

July 27, 2005 marked the one-year anniversary of the installation of a water cleanup system at Lincoln Avenue Water Company in Altadena to remove perchlorate from the groundwater. The NASA-funded ion-exchange system has pumped and treated approximately 685 million gallons of groundwater since going into service last year and has helped ensure that LAWC can supply clean drinking water to its customers.  Click here to read entire story.

Proposed Plan for Source Area Groundwater Cleanup (on the JPL facility)

Click here to read the entire Proposed Plan for source area cleanup.  Click here for the Fact Sheet on the Proposed Plan.  The Proposed Plan regards an existing groundwater cleanup plant located onsite at JPL, and expansion of that plant through construction of additional wells and piping. NASA invited the public to comment on the actions described in the Proposed Plan during a 30-day comment period and at a Public Meeting Nov. 16, 2005, midway through the comment period.  Public comments and final plans will be available soon in the Interim Record of Decision, the next step in the CERCLA source area cleanup process.
